摘要(Abstract)：

此文研究欧盟新修订的《环评指令》(2014/52/EU)转化成英国法律后如何影响与水环境相关的影响评价实践。文章指出了新指令的主要内容,如对监测、气候变化(包括适应)、生物多样性、人体健康以及与《水框架指令》(2000/60/EC)评价衔接的相关要求。通过总结现有相关导则并抽查部分环境报告书,评估了现有导则和实践对新要求的满足程度,提出了水环境影响评价实践需要完善的关键领域。文章指出,影响评价实践可能需要采取实质性的改变,把人体健康评价纳入水环境影响评价,并证明评价由具有相关资质的从业人员完成,需制定从业人员资质导则并修订《水框架指令》评价导则。
